On May 27, 1919 the contract to prepare the plaza for tree planting was awarded. This contract included irrigation to water the trees and the building of steps from the plaza to the top of the dam on both sides. The west steps to the top of the dam were built between September 8th and October 9th, and the east steps were built between October 14th and November 19th. The paths between flights of steps were colored red using Prince’s No. 1 metallic red oxide. Also during the year, the roadway lighting was tested for two weeks, with time switches controlling the lights.
